To lead the September 11 Victim Compensation Fund, attorney Kenneth is appointed by the Congress following the 2001 attacks on the World Trade Centre. Placing value on a human life is unimaginable. Pulled between anxious airline lobbies and lawyers looking to sue, Kenneth tries his best to break a deal with the families.

When he meets Charles, a community organizer who lost his life, he learns about the cost of human tragedy. This is a legal struggle of a tough minded true story that gives a hard look to the cold calculus applied to assign a victim’s value.
